This "Explanation" page will have comments, to-do's, and etc's about the existing and proposed web-based enrollment process.

What's this?
This is a workspace for designing a more easy-to-use version of the web-based enrollment process. It has screen shots of all the pages of the existing process, plus parallel proposed new versions of each page.
The idea is to keep the same page structure and process as the old (i.e., existing) version, but remove extraneous copy (some of which can be moved into rollover/popups) and have more visual clarity to what's happening.
Questions:
If you leave partway through the process, how do you restart?
What about Mac/Chrome?
Is the described Firefox installation (for Windows 10) the same for Mac?

Process overview
For the utility process pages that are shared among the different utilities, can we swap out graphics depending on which utility is being created?
Can we create a page that explains what happened when you try to go to a page that requires that you be authenticated to the site, but you're not? (Instead of getting inscrutable system error.)
